Béjaia port I.S.P.S code compliance

Awarness of the importance of compliance to the new regulations, Bejaia port’s effort toward complying with the I.S.P.S code so as to reach the july 1st dead line, the implementation of the I.S.P.S code has been decided.
The Bejaia port assessment report was conducted by the designed port representatives and a team of Northeast Maritime Institute as a Recognised Security Organisation(RSO).
This report was validated by the Algerian Government, represented by Directeur de la Marine Marchande and Directeur des ports , Ministry of transport on 3rd of May 2004.
The port security plan prepared and submitted by Northeast Maritime Institute, was approved by Algerian government, ministry of transport on the 8th of June 2004.

Summary Béjaia port action

Béjaia port already developed a necessary mitigation measures
- Repairs and adjustments are made to solidify perimeter fences
- Implementation of the identification system for the port workers
- Establish and delineate restricted areas
Undertake appropriate measures to obtain and install in the nearest future the Vessel Trafic System(VTS) with the new Automatic Identification System (AIS)
And a CCTV camera covering all the port area.

Declaration of Security (DOS)

When necessary or required a Declaration of Security is completed.

Security levels

Three security levels have been established under the ISPS code :
Security level one : normal conditions of exploitation with measures for security duties, monitoring
acces to port, acces of persons and packages, area surrounding ship, handling of cargo and ship store , security communication available
Security level two : additionnal protectives measures shall be maintained for a period of time.
Security level three : specific protectives measures shall be maintained for a limited period of time.
The designed authority for setting security levels is Government represented by Ministry of Transport , if any change in security levels, the ships operating in Béjaia port, road or having communicated the intention to enter bejaia area will be instructed.

Drills and Exercises

A drill was conducted by the harbour officer (facility security officer) on duty
On the 26th of May 2004 with the “M/V GERMAN SKY”.
A port wide exercise was realised involving all the security agencies in Béjaia,
Port Authority, Police emigration, Scientific police, Coast Guard, Fire Department, Medical assistance and all the organisations operating within the port of Béjaia as Sonatrach, Naftal, Erenav, Cevital. A container carrier
“MSC Algérie” was particulary involved, all the other ships operating in the port advised
This exercise was practiced on 23rd of June 2004 .
